Mayoral Combined Authority 100 Day Plan

This 100 days plan sets out the key priorities for the Liverpool City Region Mayoral Combined Authority through to the end of October 2017. The plan is structured around the themes that underpin our vision for the future of the City Region - Ambitious, Fair, Green, Connected and Together.

This plan is only the first step to a longer term plan which will set out how we intend to build upon our existing strengths and world class assets to seize the opportunities to create a more prosperous and fairer City Region. As with all plans, it will evolve in response to new challenges and opportunities for our City Region, the North West and the UK.

Delivering the best for the City Region is about collaboration and working together. It’s not the sole responsibility of our Metro Mayor, but will require the talent and energy of all the political leaders of the Combined Authority, Mayoral Advisors, business, academia and the voluntary sector and all our stakeholders. Together, we’re committed to delivering a confident, dynamic and prosperous City Region that will be a positive economic and creative asset for the UK. We can only achieve this by harnessing the skills and potential of all our communities through a new kind of democratic leadership for our area that is strategic, visionary and engaged.

Ambitious

Launch Employer Skills Survey

We are conducting an ambitious survey to ask City Region employers in detail what skills they need now and in the future.

Strategic Economic Review Roundtable

We will review existing economic plans to set a new long-term, evidence based strategy to accelerate growth and enable the City Region to deliver prosperity and opportunity for all of its communities.

Alstom NW Technology Centre Opens

We will continue to work to bring forward inward investment and high quality jobs to the City Region, such as the Alstom North West Technology Centre.

Start work on establishing Mayoral Development Corporation

We will begin to map out the work to establish a Mayoral Development Corporation to focus its powers and resources into areas of greatest need and where the greatest impact can be delivered.

Host LCR 4.0 Together for Manufacturing Event

We will launch the UKs first business support program focused on deploying digital manufacturing (4IR) technologies into SME manufacturing and engineering companies.

Publish International Business Festival 2018 Programme

We will strengthen our reputation as a leading UK business destination by publishing the programme and funding commitment to deliver the International Business Festival in 2018.

Launch 'One Front Door' Review

We will consider how to make it easier for businesses and investors to access the opportunities available within the City Region.

Launch LCR Insight Programme

We will support the business community by delivering business briefings, workshops, seminars, round-tables and an annual conference around the core theme of Insight to help drive the growth of the City Region economy.

Commission Skills Strategy

The Skills Commission will develop the ambitious 5 year Skills Strategy to ensure that employers can access the skills they require to grow and individuals receive the targeted help they need.

Strategic Economic Review - Next Steps

We will review existing economic plans to set a new long-term, evidence based strategy to accelerate growth and enable the City Region to deliver prosperity and opportunity for all of its communities.

Scope LCR Innovation Awards

We will work on developing a premier event that encourages and celebrates world class innovation.

'One Front Door' Review Findings and Next Steps

We will consider how to make it easier for businesses and investors to access the opportunities available within the City Region.

LCR representation at MIPIM UK

We will participate at the UK’s biggest property and investment gathering to promote the City Region

LCR Activate

We will launch LCR Activate which will drive innovation and accelerate growth in the Liverpool City Region's digital and creative sector via the application of Articifial Intelligence (AI), Big Data / High Performance Computing(HPC), Merging Data and Cloud technologies.

Progress work on establishing Liverpool City Region Export Commission

We will establish a Liverpool City Region Export Commission, bringing together leading exporters, support organizations and government to oversee the commissioning and development of an Export Plan, focusing on driving export volume and value from existing exporters, in key markets, whilst supporting new exporters where they have the product and capacity.

Benefits of economic growth are shared equitably, and every community is able to access increased prosperity and opportunity

Co-opt Police and Crime Commissioner onto Combined Authority

We will co-opt the Police and Crime Commissioner onto the Combined Authority to strengthen our approach to reducing crime by tackling underlying social issues.

Sign Armed Forces Covenant

We will pledge our support for our Armed Forces and recognise the value of their service and sacrifice by signing the Armed Forces Covenant.

Publish 'Housing First' Report

We will consider the recommendations from this report and take forward actions to tackle homelessness within the City Region

Progress work on Fair and Social Justice Advisory Board

We will develop the scope for FASJAB and hold our first formal meeting to ensure that fairness is at the heart of policy and decision-making.

Host Mental Health Roundtable

We will host a Roundtable and establish a Working Group to promote innovation, excellence and best practice in improving Mental Health across the City Region.

We will host a Housing Summit to press for

Undertake review of Public Procurement

We will undertake a review of existing procurement practices to further maximise social value and will encourage public bodies across the City Region to adopt similar principles and practice.

Consult on Fair Employment Charter

We will consult on the development of a Fair Employment Charter to promote fair, inclusive and socially just employment practices across the City Region and lead a campaign to encourage public sector and business employers to embrace its principles

1st meeting of Fair and Social Justice Advisory Board

We will develop the scope for FASJAB and hold our first formal meeting to ensure that fairness is at the heart of policy and decision-making.

Sign Protocol on Joint Working with TUC

We will underline our commitment to creating a fair, inclusive and socially just economy by signing a Joint Protocol with Trade Unions to establish key principles and safeguards for employees working for the Combined Authority and its constituent local authorities.

LCR CA to join UN Compact Cities Programme

We will sign the UN Compact Cities Programme to express our commitment to creating a fair, sustainable and resilient City Region that respects and promotes all of its citizens and communities.

CA to become a Living Wage Employer

We will ensure, as a minimum, that Combined Authority pays its directly employed staff the Living Wage.

Physical and electronic infrastructure to move goods, services and people quikcly and efficiently

Engage with Welsh Government on Cross Border Rail Connectivity

We will continue to progress our collaborative efforts with the Welsh Government to radically improve cross border rail services as part of our strategy to drive increased growth in the region and enable friends and families wider travel options. We will continue to work closely with TfN and engage with government pressing the case for Liverpool joining HS2 via Northern Powerhouse Rail.

Publish LCR Road Safety Strategy

We will publish a Road Safety Strategy as part of our vision of safe, accessible and affordable transport.

Start of Halton Curve Construction

We will progress with our plans to improve connectivity and economic links with North Wales and Cheshire by celebrating the start of construction activities on the Halton Curve.

Launch Review of Mersey Tunnel Charges

We will launch a review of the Mersey Tunnels tolls

Engage with government on Mersey Gateway

We will engage with government officials to seek to reduce the impact of the current tolling proposals for the Mersey Gateway Bridge for the people of the Liverpool City Region as a whole.

Engage with Government & Providers on Digital Connectivity

We will engage with government and providers to explore how the Liverpool City Region can benefit from access to full fibre broadband, though the Digital Challenge Fund, and improve digital inclusion.

Scope Affordable Transport for Apprentices

We will progress work to enable apprentices to travel more affordably across the city region ensuring that costs are not a barrier to opportunity.

Host Digital Summit

We will deliver a Digital Summit to bring together key economic sectors, the LEP, providers, academic institutions and specialist stakeholders to create a task force to radically improve digital infrastructure across the City Region to facilitate our key growth ambitions.

Publish LCR Long Term Rail Strategy

We will continue to deliver our commitment to an accessible, affordable and integrated and sustainable public transport system and to encourage more walking and cycling.

Celebrating the identities of each borough and community, pooling its assets and energies, sharing in benefits and opportunities

Appoint Mayoral Advisors

We will appoint advocates for key issues facing the City Region and to work as Mayoral Advisers to help inform policy and delivery.

Support Liverpool's Bid to host 2022 Commonwealth Games

We will build upon our international sporting heritage and profile by delivering a comprehensive support package on behalf of the City Region for Liverpool’s bid to host the 2022 Commonwealth Games

Host LCR Armed Forces Roundtable

We will implement the ideas and recommendations from a Roundtable event to establish a formal Working Group to provide advice and promote issues relevant to the Armed Forces and Veteran

Appoint City Region Ambassadors

We will appoint advocates who will promote the City Region nationally and internationally, supporting our efforts to attract investment and talent

Mayor's Charities

We will underscore our commitments to being both an Autism and Dementia-Friendly City Region by prioritising support for appropriate charities.

1st Meeting of Armed Forces and Veterans Working Group

We will implement the ideas and recommendations from a Roundtable event to establish a formal Working Group to provide advice and promote issues relevant to the Armed Forces and Veterans.

Mayoral Question Time

We will demonstrate our commitment to an accessible and accountable Metro Mayorality by establishing a series of open Question Time events in public venues across the City Region.

Hold Health and Social Care Summit

We will build on work done to date to ensure that health and social care provision within the City Region takes into account local needs.

Hold Summit on countering violence against women and girls

We will develop in conjunction with Police & Crime Commissioner & the Women’s Equality Party practical means for countering violence against Women and Girls.

Green

Safeguarding our heritage and natural assets and embracing low carbon solutions and technologies

Submit response to National Air Quality Consultation

We will be proactive and engage in consultations that affect the City Region such as the National Clean Air Consultation and the Liverpool John Lennon Airport expansion.

Launch Strategy for Sustainable Urban Development

We will demonstrate our commitment to sustainable urban development by sharing our strategy and preparing for future funding opportunities.

Mersey Tidal Next Steps - Meeting with Government

We will engage with Government to secure their support for the delivery of a Tidal Barrage to harness the potential of the River Mersey

Publish LCR Local Journeys Strategy

We will publish our strategy that sets out the broad principles to encourage more walking, cycling and use of public transport for those shorter journeys in the City Region.

Submit response to Liverpool John Lennon Airport Consultation

We will be proactive and engage in consultations that affect the City Region such as the National Clean Air Consultation and the Liverpool John Lennon Airport expansion.

Announce first award of funding for Electric Charging Points

We will further our commitment to creating a green City Region and improving air quality by awarding the first tranche for Electric Vehicle Charging Points at locations across the City Region.

Establish Mersey Tidal Commission

We will appoint a leading industry specialist to Chair a new Commission that will oversee and direct work on establishing the viability and sustainability for the Mersey Tidal Barrage.

Introduce next fleet of low Emissions Buses

We will further roll-out a fleet of low emission buses to contribute to reducing greenhouse gases and improve air quality.

Publish LCR Brownfield List

We will demonstrate our commitment to sustainable development by publishing a comprehensive list of brownfield sites that can be re-used.

Sign up to Global Covenant of Mayors for Climate & Energy

We will sign up to the commitments of the Global Covenant of Mayors as a continuing of our ambition to be a City Region that is making its contribution to tackling climate change.

Investigate options to improve LCR Air Quality

We will commission work to explore feasible options as to how to improve air quality within the LCR.
